Ben Franklin, already into his 80s and the senior statesman at the 1787 Constitutional Convention in Philadelphia, made the following observation concerning the newly adopted Constitution that has now survived for more than two centuries.

"Our new constitution is now established, and has an appearance that promises permanency; but in this world nothing can be said to be certain, except death and taxes."
